Board Meeting March 13, 2022
In attendance; Svend, Tim, Maureen, Steve, Dimitri, Dave, Tom Amy Auletto, Derek Tomlinson, Rich Briggs and Dave Johnson
Svend passed around the agenda and Budget and welcomed everyone to 2022.

Svend also told us the 2022 budget is also on google docs (see svend)
Please look over the budget if you find any errors or have comments please contact Svend or any board member.
Svend would like members input on the proposed budget shown on GYC web site
Numbers are not cast in stone and represent our best estimate with the information available
Svend hopes that by looking at the proposed budget now, every member will be comfortable passing the budget during our June meeting.
Svend told us our Bookkeeper, after looking at our expenses thought, we should increase yearly assessment to $1000.00 a year, Board agreed.
Still a lot of unknowns regarding Manager, budget $’s will depend on duties
We have spent a lot of time trying to figure out issues regarding our past managers who were not very forthcoming with past budgets and expenses. We have had to open new accounts and freeze old ones to be safe as people may have some checks.
We also do not have very much history regarding past budgets, we do have the 2020 budget but think that it is not very accurate. Svend is now putting in place a budget format that hopefully GYC will use each year. Going forward GYC will be able to see the prior history of each heading expenses.
There was discussion regarding the budget and Svend feels that the numbers for the line items are current from the information he has. The way the budget is set up, each year we will have more information to draw on in future years.
There was talk about how to account for and spend the 64k special assessment. Member Derek thought with this assessment, money could not be spent without approval from the members.
We have reached out to a couple of people regarding the manager position, but in the meantime Dave Johnson has agreed to work thru to November.
Board has decided we will look to professional companies to do mowing of the grass and cleaning of the bathrooms, not associated with ownership of the club.
Because members were talking about many subjects off the board’s agenda, the board decided to give members 15 minutes to bring up their concerns, and then the board would continue with the agender with no additional input from members. At this time Amy brought up that there has been no accountability in the past, requests for information regarding capital funds and reserve funds have gone unanswered. Amy feels the slips are an investment and wants to improve how we manage our investment. The board agreed with Tom and Amy that we need to work together to make information consistent each year and the board feels we will have safeguards in place to keep past problems from happening again. Amy also requested a short explanation to members regarding what issues the board have found regarding past GYC management
With Svend doing all this work on the budget and web site, the board wants everything to be transparent. We want all information to be on the GYC web site so members can log on to see what’s going on and ask questions and be informed.
Svend wants members to know that we will start fresh in 2022.
Board hopes GYC members will adopt this budget system going forward.
Date for paying assessment according to bye-laws is Jan 1 to april 1. need to work on date
Our bank has limits for the number of deposits per month Svend will look into.
Control numbers on proxy’s directed and undirected need for annual meeting
Dave Johnson and Tom-Amy have agreed to look over budget before the board sends to members to catch any mistakes or issues
Board agreed to audit books, cap fund, reserve fund, cost $2500.00 ea? Board agreed unanimously.
Fence- we need permit Svend will get
Dave suggested to do vinyl fence first then chain link Svend will look into
Board Decided with input from Dave Johnson, the neighbor’s white fence is not on our property.
Bath house quotes, board not happy with them 40k to 60k working on getting other quotes
Change from two small to one large shower in bath house was talked about
Rules for Gazebo and tents to be enforced bring down when members leave weekend
Dave Johnson will enforce being manager
Update rules and update penalties: Board will work on $$ amounts to charge per violation
Owners will be responsible for their renters and will pay their penalties.
When are board members positions up for election? We have no records. Does any member have records regarding this?

Per bye laws, when a GYC Slip is sold, the new owner pays a one time fee of 25% of annual assessment ( $250.00 ) to be put toward the capital fund.
Every member/renter needs certificate of insurance on file with board for their boat
